Overview and insight into the Marine Corps’ use of a DOTMLPF EMS Enterprise Charter which creates a means to inform multiple Joint Capabilities Areas (JCA) regarding Marine Corps EMS Operations requirements.


Discussion regarding current Joint EMS Operations doctrine and its direction to satisfy J-2/3/6 coordination.


Overview of current Marine Joint Capabilities Integration Document System (JCIDS) artifacts and their focus regarding the implementation of a Systems of Systems approach to EMS Operations.


Synopsis of previous and on-going efforts regarding the implementation of ad hoc tactical networks 

  • Discussions will include methodologies and CONOPS employed to instantiate distributed EMS​ operations

  • Discussion includes specific examples as to how the Marine Corps is employing a SoS in a tactical environment


Provide an organization a more well rounded understanding as to the direction of Joint Service and specifically Marine Corps software and hardware development efforts

  • Will specifically discuss current roadmaps and potential trade space that offer organizations opportunity to collaborate with Joint Forces and the Marine Corps to bring to the warfighter the latest EMS capabilities


Discussion of EMS Operations, and Concepts, for the Joint Warfighter taking into consideration Command and Control Through the Planning Execution Assessment Continuum 

  • Inclusion of all Operating Environment (OE) elements intended to reduce complexity while preserving operational tempo

  • SoS information exchange requirements 

  • Continuous planning, long lead times to conduct operations, and authorities

  • Feedback loops and the need to provide warfighters increased awareness as to how their actions are impacting the operating environment


Review of current and emerging USMC EMS Operations Doctrine and how the Marine Corps and Joint Services will coordinate Cyberspace, EMS, Information, and Spectrum Management operations. 


Analysis of consulted organization’s current programs to determine their

  • Applicability to service and Joint level efforts

  • Integration into Service or DoD architecture frameworks


Discussion of convergence of EW and Cyberspace Operations 

  • Tactical examples provided with current Joint and service level application (CONOPS)

  • Discussion of technologies being employed to satisfy current CONOPS


Knowledge of EMS Operations Kill chains and the application in the operational and tactical environment

  • Discussion includes a review of an EMS Operations kill chain decision matrix


Knowledge of the parallels between Information Operations, Cyberspace Operations, and EMS Operations 

  • This is intended as a more detailed review as to how the warfighter has codified the various domains and dimensions and will provide the organization insight as to how they are interrelated and impacted by one another.
